（记者王敏）记者６日从中华全国总工会获悉，针对今年我国大学生就业形势严峻的现状，中华全国总工会与教育部近日联合发出《关于开展“困难职工家庭高校毕业生阳光就业行动”的通知》，要求各级工会和教育部门积极应对当前国际金融危机对高校毕业生就业的影响，推动解决困难职工家庭高校毕业生就业问题。目前，双方已联合部署此项行动，可惠及全国约１６万困难职工家庭高校毕业生。
据人力资源和社会保障部门统计，２００９年我国将有６１０万新毕业的高校毕业生，往届未就业的毕业生为１００万人。当前国际金融危机仍在蔓延，对高校毕业生就业和困难职工生活带来较大影响。
通知要求，各级工会、教育部门要密切配合，共同研究确定就业帮扶对象和人数，建立就业帮扶档案，并根据大学生所学专业、就业意向、困难程度等情况，研究制订阳光就业行动实施方案和帮扶措施，努力保证困难职工家庭高校毕业生顺利实现就业。
通知明确对困难职工家庭高校毕业生优先安排实习培训、优先推荐就业，并对那些享受国家优惠政策后经济上仍有困难的职工家庭高校毕业生酌情发放就业补贴，以确保不因经济困难而影响求职就业。各级工会充分发挥广泛联系企业的优势，密切结合用人单位需求，积极向大学生提供有针对性的就业技能培训服务，广泛开辟就业渠道，努力帮助实现就业。
据了解，各级工会、教育部门将采取多种形式，积极鼓励和扶持困难职工家庭高校毕业生以集体或个体自主创业的形式实现就业，强化对他们的创业指导和服务，为他们提供创业培训、政策咨询、项目开发、创业孵化、小额贷款、开业指导、跟踪服务的“一条龙”服务。
记者了解到，对享受国家优惠政策后经济上仍有困难的职工家庭高校毕业生，高校所在地工会和生源地工会将加强协调，从帮扶资金中给予资助，用于补贴他们求职过程中的交通、培训、食宿、职业介绍等费用，并通过工会与高校联合发放、生源地工会发放等方式，及时将资金发放到学生手中，保证他们不因经济困难而影响求职就业。
全总新闻发言人、宣教部部长李守镇介绍，工会和教育部门的调查统计显示，目前全国实际需要帮助就业的困难职工家庭高校毕业生约１６万人。他表示，全总对开展“阳光就业行动”高度重视，并纳入今年的重点工作，力求取得实效。 |
